Forum 15 is an association of Israel’s 15 self-government cities, whose municipalities are not dependent on national balancing or development grants. These cities are fiscally autonomous and are managed independently.
The forum represents most of Israel's major cities, including the metropolitan centers of Haifa, Tel Aviv and Beer Sheva. These cities are home to over 3 million people and most of Israel’s public institutions, including education, research and academic centers, culture and leisure facilities, advanced commercial, industrial and high-tech centers, primary medical facilities, etc. Thus, the population served by the cities of the forum on an everyday basis amounts to more than 80% of Israel’s population.
Member cities: Ashdod, Beer Sheva, Givatayim, Herzliya, Hadera, Holon, Haifa, Kefar Saba, Netanya, Petach Tikva, Rishon Lezion, Rehovot, Ramat Gan, Raanana and Tel Aviv – Yafo.
Forum 15 is based at the Union of Local Authorities in Israel.
